Donald Trump may have used dog-whistle phrases in speeches in Altoona and Wilkes-Barre while claiming the election could be stolen because of widespread voter fraud in Philadelphia.

What the Republican candidate clearly meant was that the election will be stolen by black voters, who, according to Trump and his surrogates, engage in fraud all the time. The election will be rigged, Trump howls, while his supporters roar in agreement ...

Craziness aside, Trump offers nothing to African American voters different from the standard Republican fare. He also was the prime mover behind the "birther" movement, which sought to deny that America's first black president was a U.S. citizen ...
