...biological. Read Predisposed: Liberals, Conservatives, and the Biology of Political Differences by John Hibbing, Kevin Smith, and John Alford.

Are we predisposed to certain beliefs or to one ideology or another? They answer emphatically “yes”. Those that call themselves liberals and conservative are biologically different in a host of ways that are deeply embedded in our biology.

Ask yourself how you are going to convince a person of something he "knows" can't be true? From the liberal point of view, it's about equivalent to explaining foreign policy to a chimpanzee.
Conservatives believe exactly the same except they would never think themselves related to chimpanzees.

This must be taken into account when planning political strategy. You must plan ways to connect the amygdala with the forebrain or it ain't gonna work for any of us.
