If you have ever been to Crestwood IL , you would know that just speaking English is not enough to help that place!!
Perhaps if the city removed the toxic chemicals from the municipal well that the town officials kept secret and have known about since his father was mayor would be a better use of time but still not enough for that place.
A general dusting or town clean up could help slightly
The Chicago Tribune reported that for 20 years the city had been drawing its drinking water from a well that was contaminated with toxic chemicals and were aware of the toxicity and this reporting has resulted in three class-action lawsuits, + two wrongful deaths lawsuits.
Per last census, all Hispanics(whatever their primary language) make up less than 4% of the population in Crestwood IL,
so you can understand why it is an important issue there!!!!!
