Would you would have to have a national registry to actually instate that? We have mandated homeowners and auto insurance to cover the banks. This makes even more sense. But it would have to be a federal law to work. We would need a democratic house for that.

On the insurance angle, how does one make one who got their gun on the 'black market' liable to get the insurance?
Remember, they got their guns illegally.
