I hope that this solution will be enacted. It makes sense. When you decide to buy something, you also agree to pay for it even if you have to borrow the money to do it. That's how we all live. I can't go to a store and say, "I'm buying that." Take "that" home and then go back and sign my credit card receipt after a few months.

How irresponsible. If you buy something, and Congress is buying something when it budgets it (that's what the budget is, an authorization for purchase), then you have to make the payment arrangements on the spot. It's just common sense.
