This has been going on for decades. We spy on them, they spy on us, we share intelligence with them, they share intelligence with us. All of this shit ain't new.

Random Process, it's about the Benjamins that the NSA gotta spend, and the Benjamins that the Big $$$ folks gonna make on deals with this secret information. A huge Twofer that was done in secret until our friend Snowden stuck his ethical nose into the picnic basket and spilled the beans.

Hint, countries may ally but they do not trust each other because you are dealing with politicians and diplomats.

Examples:
1) the UK was for centuries allied with Portugal even when it was under the fascist rule of Salazar so of course we F'n spied on it;
2) The USSR was allied with the UK and USA during WWII and they did not stop spying;
3) Israel is closely allied with the USA but they are known to direct a significant effort towards intelligence gathering within the USA.
