Just a hodgepodge of preliminary accusations against the railroad, the governor of ND, the oil co's--any or all of which may have truth to them, but the NTSB needs to investigate first. The charge that trains rumble through town too fast, for example--that can be easily checked (and will be) in the black boxes. Bad journalism.

I work the BP oil spill case and worked the BP Texas City, Tx explosion case. I have seen who really pays and how they have gamed the system, you might need to follow this closely and watch what happens! But, beware of the corporate propaganda that will spew from now until the end, the BS will be thick!
