Yes, Virginia, there ARE Bucks in the Pentagon, backed by portions of the defense industries who bought heavily into Reagan's Star Wars, making ready to act if they are called upon. ABMs in Poland. That clip works as black humor because it openly discusses and reveals the madness of First Strike.
