After watching this I wondered if Joe Biden in his Gaffe Way spoke the Truth that he had to apologize for...? Or, is "something else a-foot" in our International Relationships?

Was his Apology to Turkey, etc. necessary? After watching this...I wonder what was up with that. 
Some kind of New Diplomacy being tried out where "Truth Telling" has to be apologized for?
