It happens too often.

I actually managed to catch a dog running around dodging cars on our street this morning, and get it back to its owners a few streets over, since they actually had a collar and tags with address on it. Glad nobody called the cops on it.

(Edit: I say I'm glad nobody called the cops on it, because the last time I caught a dog without any ID, and called the police, they said they didn't have any sort of animal control to take it to a pound, and actually DID ask me if I 'wanted an officer out to shoot it'. I said no, hung up, then took the dog to the emergency vets in the middle of a godawful storm because it had an injured leg, then off to a no-kill shelter in the next town over the next morning. That was several years back, but it still makes me shudder to think that if either of my dogs gets out, somebody might actually do such a thing, and call police out to shoot them.)

This will continue as long as we let thugs pick other thugs to join their ranks.

BAD, unnecessary, likely illegal, but not murder. Murder is the unlawful killing of a fellow human being.

cannot "connect" to others in any way--psychological or emotional. Sociopaths are extremely psychologically damaged individuals. Sociopaths feel no shame or remorse in their actions. And sociopaths justify the very worst of their behavior in terms that their victims deserved their fates, and that it is the sociopath who is the true "victim." Sociopaths are immune to logic, reason, and facts.
