His answer was typical political season bullshit. He was responsible for creating a lot of the racist climate used by his police to kill unarmed young black men, that caused the Baltimore riots

(45,504 posts)administration took strong steps to police the police. He increasing minority hiring, improved accountability, and fully staffed a civilian review board. Under his leadership, the city reduced police shootings to their lowest level in a decade. Blaming him 7 years latter for current police problems in a city is crap.
Also did you watch the video? He didn't stumble when asked about race, he acknowledged that race played a major part and that there are no easy solutions. Unlike other politicians, he offered no feel-good platitudes or denied the root causes. From the video:

But OMalley, a former Baltimore mayor, acknowledged he isnt entirely sure how to address the countrys racial problems.
I dont know exactly how we address this, he said. Look, we as Americans we all share a very painful racial legacy, and we need to acknowledge it, and we need to take actions to heal it, but I dont think anybodys figured out the magic solution to that.

Also he left an over aggressive and militarized police force that had a record of excessive arrests of POC in his city, during his administration's that contributed to the outrage behind the Baltimore riots, according to the ACLU of Maryland. He's no redeeming democratic saint. Nope, he's the typical election year politician skipping over the bad, the police force he created to deal with crime in Baltimore.

The city settled four years later, and agreed to retrain officers and allow an outside auditor to monitor "quality of life" arrests.
"There was, I think, a recognition within the Police Department and eventually at the political level that these strategies were counterproductive, which is what we had said from day one," said David Rocah, a senior staff attorney with the ACLU of Maryland.
Leaders at the NAACP the group that brought the 2006 lawsuit against the city said they no longer believe O'Malley should be held responsible for the police strategy. Gerald Stansbury, president of the Maryland State Conference of the NAACP, said the organization has a solid relationship with the governor.
"Clearly, the police problems go well beyond Martin O'Malley," Stansbury said. "There's been ongoing mistrust for some time."

Benjamin T. Jealous, a former president of the national NAACP who worked with OMalley when Maryland abolished the death penalty in 2013, credited him for supporting a civilian review board as mayor and for a sharp drop in police shootings that occurred during that time. Jealous said OMalleys mass incarceration police strategy is a separate issue than police brutality, and a conversation for a different day.

O'Malley also achieved on of the ACLU's highest goals, establishing a ban on the death penalty in Maryland.

he's still not to be trusted with my rights as POTUS, as far as I'm concerned. And precisely because of his heavy handed treatment of POC in his time as mayor. You can't get around that. Period.

(45,504 posts)O'Malley was reelected Mayor of Baltimore and to 2 terms of Governor by ever increasing percentages. He enjoyed the support of large numbers of Baltimore's African American community.
In addition to the gun policies he enacted, he also ended the death penalty, decriminalized small amounts of marijuana, doubled addiction support which lowered overdoses by 30%. He closed Maryland's most abusive prison and expanded voter rights. He approved a process for automatically expunging criminal records where arrests did not lead to charges. While Governor, Maryland drove violent crime down to 30-year lows, incarceration to 20-year lows, and recidivism down by nearly 15%. It is illegal to ask if you have a prison record for State employment thanks to O'Malley.
