US military build-up in Asia: 'Act of War'?

A day after laying out details of the Pentagon's new Asia-Pacific strategy, U.S. Defense Secretary Leon Panetta visited Vietnam. On Saturday, he said the majority of America's warships will be deployed in the area by 2020.

Stephen Lendman, American radio host and author talks to RT. He says Congress would surely call such a build-up of troops in American waters 'act of war'.

Nevertheless, China has been extremely accurate commenting on the issue. Beijing insists that all sides should strive to preserve and promote regional peace, stability and development.

“The approach of artificially stressing military security, enhancing military deployments and strengthening military alliances is out of keeping with the times," Chinese diplomat said answering a question on the announced US plans.

Having ships in INTERNATIONAL WATERS is not an "act of war," unless you're a propaganda channel trying to rival Fox News for how much bullshit you can sling at the US government.

If Iran or North Korea decided to constantly harass, deploy, and sail numerous warships thousands of miles away from their territory to international waters near the US, wouldn't we consider it to be an act of war?
