We're all poor these days, so he'd be better off standing with "people who work for a living."
"The poor" implies a gang of unwashed and helpless people mired in ignorance and hopelessness. Turn work back into something worth people's time and effort by making it pay a living wage,"the poor"will be hopeless no longer.

These are a growing portion of Americans who ARE the newly sliding middle class who are a few pay checks away FROM and indistinguishable FROM those living in squalor and sleeping under bridges. We are separated by degrees of stress.
