Wearing 100% cotton or linen pants are the coolest items to wear. They protect your skin from the sun, help to soak up skin sweat, and they breathe.
Skirts expose skin to the sun, don't soak up sweat, and will stick to chairs and cause sweating.
That's been my experience as a lifetime wearer of both skirts and pants and shorts.
I suspect there's something else at play here.
