He shortens the barrel and does nothing about the gun's ability to be loaded and fired.

Less if he takes the handguards to a plastic-welding shop and has them reassembled. If he puts a $10 gas tube and a $100 barrel on his gun, he's back in business.
If you want to destroy an AR-15, you've got to cut the receiver (the big metal thing in the middle with the magazine and trigger sticking out of it) in half.
