Check Item XVII, Decorum and Debate, starting on print page 31 {.jpg page 35. Thanks.} Under "Comportment," we read:
Comportment
5. When the Speaker is putting a question or addressing the House, a Member, Delegate, or Resident Commissioner may not exit or cross the Hall. When a Member, Delegate, or Resident Commissioner is speaking, a Member, Delegate, or Resident Commissioner may not pass between the person speaking and the Chair. During the session of the House, a Member, Delegate, or Resident Commissioner may not wear a hat or remain by the Clerks desk during the call of the roll or the counting of ballots. A person on the floor of the House may not smoke or use a mobile electronic device that impairs decorum. The Sergeant-at-Arms is charged with the strict enforcement of this clause.
Ted Lieu was in the Jude Advocate General's Corps in the Air Force, so he knew he'd eventually have to give up on this one.
Lieu holds the rank of Colonel in the United States Air Force Reserve. He served four years on active duty as a member of the Judge Advocate General's Corps. As a military prosecutor and adviser to commanders, he has received various awards and medals for his service, both abroad and locally, including the Meritorious Service Medal with one Oak Leaf Cluster, the Air Force Commendation Medal, and the Humanitarian Service Medal.

(5,066 posts)Rule 17 starts at page 32 of the pdf. The marked page number is page 30.
As far as I can tell, proper procedure was not followed when Rep. Lieu was told to suspend. He was totally within his right to ask the nature of his violation, which Handel never gave.
