If she is to be deported when they are finished with her, she will be immediately "disappeared" much like Torshin has "dissappeared". I realize they likely have all manner of proof but she is voluntarily ending her life, it makes no sense. Even witness protection, likely can't hide her from Putin.

It's possible she's just an attractive young Russian girl who happens to like pudgy old republican men.
