You can find switch (turnout) heaters in Virginia. The parts of the turnout that move (the switch) have to be kept warm, so that trains can take a diverging route or head off into a siding. Any place they can get frozen, you'll find switch heaters.

brooklynite had a post too, something like "How cold was it in Chicago today? It was so cold that...."
