While the government does have an oversight responsibility, I would rather lay the blame at the people most responsible for the problem--the employers who hire the migrant children at sub-minimum wage in order to squeeze out every penny of profit. Those employers should face substantial fines and imprisonment in the most egregious cases.

It was not a lack of 'governmental oversight', it was a lack of humanity on the part of the owners and employers who are too greedy and sub-human to treat other people like human beings (mainly because being nice is too expensive and eats into profits).
