(33,982 posts)Currently the reporting mechanisms are 'incentivized' instead of mandatory. There's a pool of money that the federal government will dole out to states if they meet certain reporting requirements. If they don't, they simply don't get any of that money.
It's a carrot and no stick approach to getting the reporting to work.
Remove the carrot, and institute a stick. Don't meet the reporting requirements? State gets no highway funds or something.
Then the mechanism can work.
