I couldn't find that officially, but Tokyo time is 1230 PM 12/31, and it says Tokyo is GMT + 9. The International Date Line is GMT + 12, so that's why I say it's 330 PM, 12/31 there (or just to the west of it anyway).

So we have 8 1/2 hours to go (but is there a ball at the International Date Line?).
