WH can't explain what happened on sanctions. Kudlow apologises. CNN. Sanctions would have been on Russian suppliers to the Syria war. Steve Moore on CNN says the Russians stood down after the gas attack and let the coalition bomb gas factories and depots in Syria. That that is why Trump did not want to implement the sanctions against them. Juliette Kayyem called bs. As to the WH snub of Haley today, Scarborough said he thought Haley could beat Trump in 2020 on the tv today. Maybe Trump was watching and was pissed off. What a mess, as always.

Later: someone suggested on CNN that maybe Trump signed something he had not read because he doesn't read briefings.
