Was at in state checkpoint and drug dog freaked out on a car and they let the car go

They smiled at the woman and waved her on does anyone have any thoughts on this I thought it was really weird it was in Ca about 70 miles from border

where a bomb-sniffing dog freaked out over a suspicious looking bag. The bomb squad investigating it found that it was a Honeybaked Ham and Swiss sandwich that was returned to the owner, who said it was 'delicious'
