Seriously, though, can straws be made of paper instead of plastic?
Back in the 1960s, my father was a chemist with a major paper company and one of his assignments was to develop a paper-based oil can for automobile oil. In addition to his lab at the office, he had a workshop in our basement and I helped him a few times as he built various prototypes. The paper cans were introduced for a few years but I guess plastic is far less expensive because that's all I ever see today.

They probably stopped making them because plastic was cheaper.
