quirky bad, but not evil with the exception of the wicked witch. So, L. Frank Baum would almost have to write an entirely different genre.

That said, he certainly is heartless, cowardly, and brainless.

a heart, courage and a brain, respectively. Dolt 45 doesn't know or care that he has none of those things. The Flying Monkeys were pretty bad, though. I'd assign those roles to the likes of Lindsey Graham and Kevin McCarthy.
