take into account the snow on the ground and it looks like they're fighting over dinner.
All predators will scavenge when necessary and/or convenient.

But that's still a pretty big eagle, most likely a female which tend to be up to 1/3 larger than males. Coyote, has narrow, pointy snout, small pointy ears. An eagle probably wouldn't have challenged a wolf.

I tried to copy and embed the photos so that I didn't need to include the tweet, but couldn't make it work withh that format. But, obviously it is a coyote.
