The word you're looking for is "populace."

If you are looking for a word to describe the mass of people in general, and you need a NOUN, it's probably "populace." E.g., I cannot believe the idiocy/stupidity/ignorance of the American populace ...

But if you're looking for an adjective to describe an area that has a lot of people in it, that would be "populous." A densely populated area may be said to be populous, e.g.

Geez, I thought we covered this already!
