Looking for the name of a song from the 60s.

It's a long, spoken word song about a guy on a ship coming back from Viet Nam. He has a bunch of rope which catches fire. And it was a made from hemp. The big line from the song was "And we were smoking dope." Anyone!

I tried to find if for you with a song finder using your lyrics but nothing came up that seemed to fit. Here are some songs about marijuana:
