In deer that foot stamping behavior is a threat or warning. When the deer flags her tail you can see that she has a decent sized udder. I'm guessing that she has a fawn hidden close by and she's trying to scare the cat away. Otherwise there's no reason for her to be so persistent vs just leaving the cat alone.
