And though he himself did not smoke, he used cigars as stir sticks for his coffee, hence the name "Cigar Band" for his special creamer. In fact, he loved both the creamer and cigars so much that he would refer to his meeting rooms as the Cigar Band, and coffee was served to all the participants of the meeting. So while not a "bar" in the American sense, the scene in my post was filmed at one of Hitler's infamous defacto "Cigar Band" coffee bars and thus meets your criteria.

As a side note, Hitler kept on staff a highly skilled Albino Argentinian latte maker by the name of Pepito Watanabe who crafted special lattes for visiting dignitaries. It was considered a high honor to receive one of Pepito's brews that he affectionately referred to as "Old Sick In The Mud".
