Actually, the writers did this to keep people off balance as to who's getting Lucille to the back of the head.

They had to figure out a way, stupid as it was, to get all those principle characters outside the wall at the same time.

Clumsily contrived, but there it is.

(On a side note, when I first heard that song as a kid, I thought it was "400 children" and he was referring to the 400 animals that lived on his farm as his children.)
