Has this ever happened to you...

I heard my cell phone ringing and when I went to answer the caller id said "Emergency Call", I answered and I could kind of hear someone on the line, then it hung up.

The caller id for the call then said the name "Lionel".

I happen to have a friend named Lionel and confirmed with him that he didn't make the call.

This has happened twice now. I've tried to redial back and it won't let me.

It doesn't make any sense.

If anybody, they'd be able to tell you what such calls and messages might mean and be able to ID the source and location of the caller. If anything hincky is going on, they'd have to be involved in any police investigation eventually since they have the call records so you may as well get them involved yourself now.
