He was with the Czech resistance and had been caught. She escaped to Paris, met Rick, and they started their grand romance. She and Rick were going to leave Paris when the Vichy gov. gave up France, but she found out Victor had escaped and was hiding, wounded, in France. She left a note for Rick that he got after he was already on the train out of France.

I've seen Casablanca something like 20 times over 5 decades.
