Message when trying to record video on my Hauwei Ph

I try to film video on my Huawei Ph, and this message comes up...

"A recording application is already running in the background. You cannot record during this time"

What would the application be?? How do I turn it off?

On my phone it's to the right of the home button. I press it and all the running applications come up and I can stop them one-by-one or all at once.
