The schoolteacher, Mr. Davis is played by Olin Howland in this 1949 film. A useful character actor in Hollywood for decades Howland had played the same part in the 1933 version.
Many will remember him from one of his last films, Them! (1954) in which he played a sot drying out in a hospital Drunk Tank who tells that he's seen the ants.
