There's a lot of steps to do this in photoshop, so I'd definitely have to cookbook it unless I did this all the time, but it didn't look all that hard to create them. You just need the right video segment.

Actually a couple, Cinemagam and Kinotopic. Both are pretty easy to use but I have to admit that I probably wouldn't have downloaded them of they weren't free at the time.
