I don't know who researched the question, but my mother was a teen in the 1940s and she snorted when she heard the answer.

It was a trend and "Bob" can mean "cut".

Too many points of reference to make sense. I first said culotte then I was trying to think of something that uses the word crop. Because the quotes in the clue referred to cut off so you're thinking of an item that's cut off. But it goes:

hair style = bob = cut off = item of clothing using bob/cut off = bobby socks

or

cut off = bob like the hair style = something that is bobbed = socks

I generally don't think of cutting fabric as bobbing something. Also when you look up the history, the socks were actually folded or cuffed and not cut off.
