A budget surplus.
And Gavin Newsom as Governor.

If we can't have universal health care in California now, then when?

due to how much it would cost (more than a surplus). Some people disagree. Read this article...

I beleive affordable health care will be a priority for Newsom and the state since he said so last year and a few weeks ago. They will need to put together a realistic bill that will be likely to pass this time.
