Northern California Storm Warning: Prepare for floods, slides, outages

One of the biggest storms to hit the (San Francisco) Bay Area in years is expected to deliver punishing rain and wind to the region starting late Wednesday, and people should be prepared for a whopper, forecasters said.

The National Weather Service on Monday issued a storm advisory, warning residents of the potential for flooding, mudslides, downed trees and dangerous surf Wednesday evening through Thursday night.

As much as 3 inches of rain is expected to fall in urban areas, beginning late Wednesday in the North Bay and early Thursday elsewhere. Higher elevations could see as much as 8 inches.

Wind gusts in lower elevations, meanwhile, could approach 45 mph, while ridges could see 60-mph gusts. Ocean surf could be 15 to 20 feet.

We sure need this, and the periods of intermittent rain over the last couple weeks have been so nice.

2. Downtown Napa's flood control project is about to get a good test

Over the past 12 years millions of dollars have been spent on replacing bridges, dredging, and improving tributory flow. One section, the Oxbow bypass, is still under construction. But we'll see how well those other projects work out should those 8 inches fall on the Mayacamas range upvalley. Last downtown flood happened New Years' Eve, 2005.

I well remember the flooding.

I imagine the work on the river will make an enormous difference this time around.

to push south, bringing us the first significant snowfall of the season.

(The big question at this elevation being when the storm will turn cold enough to bring snow (or worse, freezing rain (although it's usually uncommon here)), and how heavy, damaging the storm will be. ... A power outage lasting for days (in cold, snowy, windy weather) would be nothing new.)

Reasonable preparations (especially considering the recent pattern of recurrent storms) seem called for. (Knowing local drainage patterns and your "defensive weak spots" is also, generally, very helpful.)

Relying on the "virtual" or just plain luck (favorable circumstances), etc, instead of the real (more likely) is no good plan. (I really need to do some housekeeping to keep that site usable on this machine (with an updated browser, it barely works); switching is a hassle, and the laptop really isn't usable yet.)

(It can be very useful to be able to put yourself in another's shoes (circumstances), so to speak; and this is a consideration beyond compassion or the like.)

WILL RANGE FROM 1 TO 2 INCHES FOR COASTAL AND VALLEY LOCATIONS...TO
2 TO 4 INCHES ACROSS THE FOOTHILLS AND MOUNTAINS BETWEEN THURSDAY
AND FRIDAY NIGHT. THE HIGHEST RAINFALL AMOUNTS WILL OCCUR ACROSS
SAN LUIS OBISPO AND SANTA BARBARA COUNTIES...ESPECIALLY SOUTH AND
SOUTHWEST FACING SLOPES. SINCE THIS STORM SYSTEM HAS THE POTENTIAL
FOR GREATER DYNAMICS AND INSTABILITY...AS COMPARED TO LAST WEEKS
SYSTEM...RAINFALL RATES AROUND ONE HALF INCH PER HOUR WILL BE
POSSIBLE WITH THE FRONT.

7. There was even talk yesterday the office might close tomorrow

but nothing has come out of it so far. Damned forecasters keep scaling it back with every run: yesterday 2-4", today a measly 1-2".

San Francisco schools will be closed Thursday because of the big storm pushing through the Bay Area, district officials said....

The strongest winds and rain are expected in the morning, as students are traveling to school.

“I did not arrive at this lightly,” Superintendent Richard Carranza said in a statement. “First and foremost, we don’t want to risk having our students injured or seriously delayed transporting (them) to and from school.”

District officials were also concerned about inadequate supervision of children if too many staff members are absent because of the storm and power outages, which would create a number of problems, including the inability to provide school meals.


I wonder if I should show this to management?
