Former JTA manager charged with grand theft of more than $100,000

A former manager at the Jacksonville Transportation Authority was arrested Tuesday on a charge of grand theft of more than $100,000 following an investigation launched when the agency found financial irregularities after he was fired.

Robert Thomas Franques, who was a project manager at JTA, was being held at the Duval County jail with bail set at $300,000. He could not be reached for comment.

The arrest report says $394,624.65 was stolen, but offers no detail on how. The alleged thefts happened between June 2014 through May, according to the report, which lists the location as the JTA offices on Forsyth Street. JTA is listed as the victim.

A Tuesday statement from the agency said, “JSO has informed us that Mr. Franques has been arrested. We will continue to cooperate with authorities as requested.”
