House kills bill to curb Kentucky Attorney General's power

FRANKFORT, Ky.-- A controversial effort to strip power from the state Attorney General’s office died in the final minutes of the 2017 legislative session Thursday when the House failed to take it up before the session expired at midnight.

The proposal, added to a House bill in the Senate, had been described as a “power grab” by Attorney General Andy Beshear, a Democrat who has clashed frequently with Republican Gov. Matt Bevin over issues including limits to the governor's executive authority.

But it had never been popular with House members who balked at some of the changes proposed by Senate Republicans.

House Speaker Jeff Hoover, speaking with reporters after the House adjourned just before midnight, said leaders of the Republican party who control the House decided there simply wasn't time in the session's final hours to debate the bill with all its changes.
