Report finds 7 more unqualified school administrators received state licenses

The Mora Independent School District in rural Northern New Mexico was marred by scandal last year after a newspaper investigation uncovered evidence that its superintendent might have falsified his résumé and fraudulently obtained a professional license while serving as the chief of the state Public Education Department’s licensing bureau.

Now, as former Mora Superintendent Charles Trujillo faces 17 counts of criminal fraud and forgery charges in San Miguel and Mora counties, an investigation by the Las Vegas Optic, which first raised questions about Trujillo’s credentials, reveals more widespread problems with the licensing bureau, which according to the newspaper issued high-level licenses to several public school administrators who didn’t have the qualifying credentials.

The list includes Boris Costa-Guerra, who has been principal of Santa Fe’s Kearny Elementary School since August 2014.

The Optic reported Friday that seven school administrators received faulty licenses allowing them to serve in leadership roles. Some of those people had connections to Trujillo, and four received licenses directly from Trujillo, including Costa-Guerra, the newspaper said.
