On a Tuesday in April, a middle-aged man with powder blue pants, white cowboy boots and some of his teeth got off the A train at the Aqueduct Racetrack and asked me how to reach the casino. I pointed right, toward the new, climate-controlled glass walkway connecting the subway to the slot-machine parlor.

It was 7 p.m. and Genting Group’s Resorts World Casino at the Ozone Park racetrack was hopping. Though not as much as it could be.

Two years ago, Andrew Cuomo made the Malaysian gambling conglomerate’s agenda his own, putting his full rhetorical and political might behind its ambitious plans for a $4 billion convention-center complex there—a complex the company also hoped would come complete with a full-scale casino. Now, the political darling has become an outcast, with its ambitions of being in on the ground floor of New York’s coming casino boom in doubt.

“Andrew hates them with a passion,” said one knowledgeable source, referring to Genting. “I think that he felt that they didn’t negotiate in good faith.”

1. Genting’s big plans for Tuxedo casino resort

The Malaysian gaming and entertainment giant that runs the Aqueduct racino on Monday announced plans for a 238-acre resort at the Tuxedo Ridge Ski Center. The plan includes a casino and the price tag of the project is expected to be in the hundreds of millions of dollars, although Genting is waiting to unveil that detail.

The Orange County casino plan joins several other major casino projects proposed in the zone that includes the Catskills that is eligible for up to two casino licenses from the state.

2. Saratoga racino operators concede fight to expand hometown casino

After months of speculation that Saratoga Springs would compete

for a Las Vegas-style casino license, the Saratoga Casino and Raceway formally abandoned its plans to expand on their current operation by bringing a destination resort to the Spa City though they were viewed as a front-runner to host live table gambling for much of the past year.

The Saratoga Casino and Raceway made two land purchases last week and stated they will move forward with plans for two full-blown casinos in Rensselaer and Orange counties.

4. Casino suitors likely to dwindle

ALBANY – A generous refund policy and the potential for partnerships means the number of applicants seeking New York casino licenses will likely be whittled down in the months to come.

The state has received 22 application fees of $1 million each from developers and casino operators hoping to obtain one of four casino licenses to be awarded this year, the state Gaming Facility Location Board announced Thursday.

But there are a number of variables that will likely bring the total number of applicants down significantly before the licenses are handed out.

The $1 million fee, which is reserved for investigating the applicants and their proposals, is fully refundable until the state board announces the minimum total investment required for a license, which is expected to come in early May.

Make no mistake about it. Gov. Cuomo’s administration is counting heavily on casino gambling as a major part of his strategy for economic development.

By Thursday, 22 companies forked over the initial $1 million application fee as the first step in the process of selecting four sites for new casinos in the Empire State.
