New York’s Medicaid waiver windfall comes with a catch

When Gov. Andrew Cuomo celebrated the $8 billion Medicaid waiver deal reached with the federal government, he touted how that money could be reinvested in the state to transform health care for the 21st century.

“We will finally be able use the billions in savings we generated by reforming the state's Medicaid system to protect and improve health care services for millions of New Yorkers,” Cuomo said last month when the deal was finalized.

This was a big win for the governor and celebrated by hospitals across the state with almost religious fervor.

The governor even said it could save struggling Brooklyn hospitals like Interfaith Medical Center.
