Gov. Andrew Cuomo is adding 100 experienced state troopers to investigate narcotics across New York.
Announced at Rockland County Community College, a three-pronged initiative focuses on combating a heroin problem that Cuomo said is "of epidemic proportions." The initiative covers enforcement, education and response.
"The first step is admitting the problem and not denying it," Cuomo said in reference to someone seeking drug treatment. "That's the first step for the collective, for the state. We have to admit the problem. This state has a serious problem with heroin."
Cuomo said that about one-third of heroin seizures by the Drug Enforcement Agency are in New York state. Cuomo said that the heroin problem seen today is worse than that of the 60s and 70s, thanks to low costs for the drug and easy access.

Many heroin addicts are very intelligent people who once have tasted the honey will never be able to function without some sort of substance, that substance can be Suboxone.
It is not methadone and is far better in many ways...

(111,254 posts)They tried that one for 10 years in the UK, many years ago. What they found is street crime reduced by 80% and by the end of the 10 years, 50% of the supposedly hard core addicts had gotten clean, a better success rate than any rehab program has ever achieved.
The program might have been continued had the US not raised holy hell about it.
The problem is not that some people misuse drugs. The problem is the authoritarian reaction to it that wrecks lives and enriches drug gangs.
