Majority of Council backs chokehold legislation

A City Council proposal to criminalize the use of chokeholds has 27 sponsors, likely securing passage of the bill when it is put up for a full vote.

The measure—introduced by Councilman Rory Lancman of Queens would outlaw the use of chokeholds by law enforcement officers.

Capital reported earlier this month that members had begun signing onto the proposal after a grand jury on Staten Island declined to indict officer Daniel Pantaleo in the death of Eric Garner last July. The city's medical examiner ruled Garner died as a result of a "chokehold" used by officers who were attempting to arrest him for selling loose cigarettes.
