Michael Grimm is resigning. What's next for my district?

On the Democratic side the likely former congressman Michael McMahon will likely be nominated if he runs. He has made noise that he wants it.

On the gop side the main possibilities are SI DA Donovan who refused to indict in the Eric Garner case and former criminal congressman Vito Fossella. There are others but the two I named are the most likely.

Was it always thus? -- so many special elections?? I do not remember. I did not pay attention to that kind of thing while I was growing up. I am kind of underwhelmed by the number of special elections the tax payers have had to pay for in recent years.
