State education commissioner discusses preliminary teacher ratings

New York State Education Commissioner John King, Jr. on Tuesday released the preliminary statewide composite ratings for teachers and principals. The ratings exclude New York City educators according to the commissioner, in which composite ratings are not yet available given this is the first year the city is implementing a plan for evaluations.

According to the results — based on data submitted to the State Education Department by districts and Boards of Cooperative Educational Services — 91.5 percent of teachers received good ratings with 49.7 percent rated Highly Effective and 41.8 percent rated Effective; 44 percent are rated Developing; and one percent are rated Ineffective.

As for principals, 86.9 percent are rated Highly Effective or Effective, with 26 percent rated highly effective; 7.5 percent are rated Developing and 2.1 percent are rated Ineffective.

The total percentage for teacher and principal ratings is less than 100 percent due to unreported scores, according to information in the press release. According to the report, there was no composite rating available for 3.1 percent or 3,920 teachers and 3.6 percent or 115 principals.
