Please help me understand Ohio voting law for students.

My son is a college student there, but he still has a driver's license in WA. Does he have to get an Ohio driver's license in order to have residency there for the purpose of voting? He'd like to vote to Ohio, as a swing state, but I'm afraid he won't be able to vote at all.

but apparently (or so he thought last fall), that might not be enough he doesn't bring the right documents with him when he goes to the polls.
