The New York Republican State Committee is sending Trump mailers to Pennsylvania residents.

I received a pro-Trump political mailer today. At least some of my neighbors received the same mailer. They are addressed to "The last name Household so they must be using some kind of mailing list.

What's weird is that I live in PA, about 20 miles outside of Philadelphia, but the mailers are labeled as being paid for by "The New York Republican State Committee". Is it normal for a state party to mail campaign material to residents of other states?
